During the last decades, due to the experience with chromates, the common practice was to try to improve the hardness of the film that a corrosion inhibitor was performing onto the metal surfaces.

It was considered that as hard the film it is, due to its density, so resistant will be to chemical attack and to mechanical attrition.

Unfortunately the hard film was disadvantageous in cases of :

bulletmoderate erosion conditions, 
bulletvibration or cavitation conditions
bulletcorrosive environments combined with temperature excursions. Under such conditions corrosion was attacking the intercrystaline lattice, creating entire crystal removal and localized corrosion.

In the late 1980's the discovery of ESA for steam and return line corrosion control gave new way in the prevention of corosion resulting from the combination of mechanical and chemical corrosive conditions.

So now, instead of a hard film, combined to individual metal granules, we proceed to an elastic film, combined to multiple granules.

So the corrosive environment is not easily reaching the metal surfaces, while the mechanical strenghth of the metal is improved.
